The debate seems to be over. The winner is B.S. Patil who is 2 ranks below main contendor 1966 batch IAS officer M.B. Prakash. BSP's USP is his caste: he's Lingayath, a community on the warpath since poor ex minister Nagappa was killed most unfortuitously in Chengadi forest while in the custody of dreaded dacoit, Veeerappan. Apparently the Lingayath wrath will be assuaged if BS Patil supersedes the 2 direct recruits and becomes Chief Secretary. BSP is no stranger to power, he was the de facto CM of the state when he was Principal Secy to JH Patel, CM. Prakash has been told that he will still get to be CS for 6 months. Tamil Nadu has a lady CS now in Smt Lakshmi Pranesh (1968 batch). After the retirement of Dr Ravindra, the new Chief Secretary of Karnataka may be her brother in law M B Prakash . That may increase the communication possibilities between the two governments. Though M B Prakash would be the senior-most after Dr Ravindra, other lobbies are at work to supercede him.
