Grapevine has it that the low profile Joint Secretary to Prime Minister Atal Behari Vajpayee, Ashok Saikia is going to the United Kingdom on a foreign assignment in December.1971 batch IAS officer of the Assam-Meghalaya cadre Saikia has recently been empanelled to the rank of Additional Secretary.
