Who will be the next Home secretary ?

The four name panel file for the post of Home Secretary in Government of India is understood to have been returned and a new panel is in the offing. It is being asked in such a situation that who would be the next Home Secretary.

IPS empannelled for JS but ---

Though over 100 IPS are reported to have been empanelled for the post of Joint Secretary in the Government of India but none of them has got the posting. Any reason ?
