The tie is said to be between 1966 batch IAS officer of Gujarat cadre N Gopalswami and 1967 batch IAS officer of Uttar Pradesh cadre Rajiv Ratan Shah. Gopalswami and Shah are currently Secretary Culture and Information Technology respectively.
