Pani to be Development Commissioner Handloom

Subas Chandra Pani is being tipped to be new Development Commissioner Handloom in Government of India. 1972 batch Orissa cadre IAS officer Pani would be the first officer in his batch to get the promotion to the rank of Additional Secretary.The post has fallen vacant following the appointment of Ms Kasturi Gupta Menon as Secretary Child and Women Welfare.

There should be an open system

We have experienced the performance appraisal system as at present can also be objective and result oriented. However, the setting up of targets, work plans and action plans have really not been able to make any dent on the subjective appraisal by the reporting and reviewing offices. The time frame prescribed itself is seldom met; and that brings in "additionalities" in the appraisal.

It is often the efficient and best performing people who are left beind in the "rat races". Nath Committee has offered nothing more than the "old wine in the old bottle". The scale based grading system has already been tested by the Defence forces in India; which promtes further regimentation and heirarchical superiority.

I personally feel that an open system of performance appraisal with inputs from the subordinates will be better in the Indian scenario.
