What is the reason ?

When Gyan Singh of U.P Cadre,Gurdarshan Singh and Dr Rajwant Singh from Andhra Pradesh cadre came to Punjab on deputation,they were never promoted on grounds that they were officers on deputation.Infact in 1988 Punjab Police filed in a writ in the High court in this connection. Then how come ADGP Intelligence S.S.Virk (Maharashtra cadre)had been promoted to his current designation?What is interesting to note is that the Ministry of Home Affairs had ordered the Accountant General of Punjab through an office order in 2000 to stop the
pay of Mr Virk.Wonder what has happened to that order after 3 years and what action the Punjab Government had taken on it. Wonder more where Mr Virk's pay is coming from if the AG has actually stopped his pay.Hope the suave and able officer is not facing any problems on account of his pay.
