Who cares about recommendations ?

Expenditure Reforms Commission (ERC) had recommended in its 10th report to windup Salt Commissioner's Organisation. But the administrative Ministry (Ministry of Commerce and Industry) had decided to continue Salt Commissioner's Organisation and scrap the ERC recommendations. Even the post of Salt Commissioner had been filled up against the ERC recommendation of its abolition. Why ? One can investigate.
