Review of 1967 and1968 batch IAS soon

Review meeting of1967 and 1968 batch IAS to the rank of Secretary in Government of India is expected to take place this month. Atleast a couple of officers are sure to be empanelled.Cases of over half a dozen officers are pending before the Union Government.

Post of Ashok Chawla to be surrendered ?

Grapevine has it that the post of Joint Secretary Chemicals and Petro-Chemicals is being surrendered.The post is currently held by Gujarat cadre 1973 batch IAS officer Ashok Chawla whose tenure will expire today.

Who will be Chairman of Central Pollution Control Board?

Interviews are to be conducted shortly for the post of Chairman Central Pollution Control Board.The post has fallen vacant last week following completion of tenure of Dilip Biswas.Two strong contenders are 1974 batch UP cadre IAS officer Vijay Sharma and another UP cadre 1978 batch IAS officer V Rajgopalan.Chances of Vijay Sharma however,appear to be bright.

Khanna to return

Minister Economic in the Embassy Washington Yogesh Khanna is returning in a couple of months. He is 1973 batch IAS officer of Himachal Pradesh cadre.

Two vacancies in Finance Ministry

Now there are two vacancies at the Joint Secretary level in the Ministry of Finance. While Sanjiv Mishra has joined as OSD to the Deputy Prime Minister, Vinod Rai is being promoted to the rank of Additional Secretary.

Pratibha Karan to retire

MD Trifed in Government of India Ms Pratibha Karan is superannuating this month end.Secretary rank 1967 batch IAS officer Ms Karan belongs to UT cadre.

Three Additional Secretary level posts upgraded

Three Additional Secretary level posts in Government of India -Ministry of Agriculture,Commerce and DDA have been upgraded to the rank of Secretary.Mssrs B S Minhas,Anil Baijal and Neea Ranjan have been promoted on their present posts.

Sanjiv Dube to get suppertime scale

Sanjiv Dube is back to the parent UP state .On his return 1987 batch IAS officer is being given suppertime scale.

Has K K Attri been wrongly framed in Punjab?

Has ADGP/Crime Punjab K.K.Attri been wrongly framed along with IPS officers G.D.Pande and R.C.Prasad in the wireless sets purchase scam to purposely slander his integrity and character?A large faction of the higher echelon of Punjab bureaucracy echoes the feeling that Attri might have been a victim of misdemeaning internal politics plaguing Punjab Police .What is startling is that Mr Attri had taken oven the charge of ADGP Computers and Wireless only for a short duration of time and the purchases of these wireless sets were made much before that. Even a senior level enquiry panel ordered by former DGP M S Bhullar ,that comprised of 3 IG's and one ADGP upheld Attri's integrity and cleared him.Interestingly anything (including the wireless sets) bought on DGS&D rates by a state government is considered absolutely sanguine and legitimate by the CAG of the state. In such a transaction no negotiations are possible and senior officers believe that this particular case of wireless puchase is a non issue all by itself and simply being fireballed for the vested interests of some individuals .It is also alleged that there had been a concerted effort to thwart the enquiry by a faction of individuals. However , interestingly, what is also rumoured is that the officers levelling the charges against Attri, that is D.R.Bhatti, the then ADGP Computer and Wireless, R.P.Singh and Malwinder Singh have been a bone of contention themself.Grapevine has it that these officers, though highly professional and enterprising in their conduct have somehow not been too dynamic when it came to cooperating with the enquiry regarding the wireless purchase issue. Though one cannot question their professionalism and conduct, senior officials think that they are completely evading the issue and not too keen to be a part of the enquiry. Bhatti, R.P Singh and Malwinder Singh are fine, able officers and one hopes that with their dedicated support and coordination, the truth would see the light of the day sooner or later.However, what is interesting to mention here is that K K Attri, G.D.Pande and R.C.Prasad would fall in the bracket of seniormost officers in Punjab, within their respective batches and designations in a couple of years from now.Could this be the reason for which they are being gunned for??Whatever be the truth, it would be out sooner or later, but one thing is for sure this is another unique case that has proven the age old phenomenon of Punjab Police being plagued by internal bickerings and not any external factors.One thing is certain, this belittling practice would surely take a toll on the moral of able and dedicated officers.Hope all dedicated officers mentioned above rise above the situation and find the truth at the earliest .
