Bureaucratic changes likely in J&K

A minor bureaucratic reshuffle is expected to take place in Jammu & Kashmir in a week or two. Some Principal Secretary level officers are likely to be changed.

Who is more corrupt- politician or bureucrat ?

It is not the politicians who alone are responsible for increasing corruption but the bureaucrats are far ahead in promoting the trend, says a survey conducted, by whispersinthecorridors.com, to elicit the views on "whether bureaucrats are more corrupt or the politicians?" "If we look at both professional as well as financial corruption, the bureaucracy as a whole beats the political system hollow as far as corruption is concerned. In fact on both the counts seperately as well, the bureaucrats would be far ahead of the politicians. Professional corruption is however far more dangerous than financial corruption for it directly hampers the economic growth as well as the forward march of the country," says Ashwani Lohani one of the respondents. Like Lohani, 50 per cent of the respondents - beyond expectations - blamed it on the bureaucracy while only 10 percent thought that the politicians were more responsible for rise in corruption. Among the remaining 40 percent, while 20 per cent thought that both were equally accountable - rather hand in gloves, the other 20 percent were not clear as to whom to blame it on. Take for instance the case of S K Malhotra who says that politicians ride on the back of bureaucrat. "It is bureaucrat who helps the politician to become corrupt. If bureaucrats decide to be honest, then the politicians dare not become corrupt. Who are the people involved in Taj Corridor case? The bureaucrats. Politicians ride on the back of bureaucrats. The unfortunate thing for our country is that now both bureaucrats and politicians are hand in glove in all scandals and are jointly looting this country. The number of honest bureaucrats is on decline and shortly they will be a rare commodity. Good governance in India will always remain a dream" he says. But Uday Pant, yet another respondent, feels that it is difficult to say who is more corrupt! "Corruption of any type should be deplored, he says, adding that inspite of the populist belief that 'everyone is corrupt or can be corrupt,' the truth lies in between. There are all types of people everywhere. There are good politicians and good bureaucrats. The fundamental thing is the social unacceptance of the corruption." There are others in whose opinion corruption is these days accepted as an opportunity granted to individuals by the comman man in the mad rush of being rich overnight. They even justify corruption and corrupt means, having experienced it at all stages - from birth till death. In good old days, corrupt people were looked down upon by the people at large but things are not the same these days. "This is the trend that will be dangerous for the moral health of the society, particularly with the 'I don't care' generation next," many say.
