With regard to the continuance of the IAS, I have a few comments to offer.
1. ICS, in the long course of its history, evolved as 'the representative of the people of India,' a very unique arrangement where a bureaucracy acted as representatives of people and worked towards providing people with good and impartial governance.This situation is no longer tenable as Democracy has substituted the bureaucracy and today's bureaucracy is meant to assist democratically elected leaders in the governance of the country.Elected politicians are true representatives of people and not the IAS. This changes the whole scenario.
2.In the changed scenario,officers still think that they are the 'ma-bap' of people, and try to do them good whereas politicians resent this and think they know better what people want.May be so. But politicians are in the very nature of thing are more interested in their short term gains and this directly clashes with the principled approach of the IAS.In my opinion, this clash of interest in the approach and the role of the two, the political leaders and the IAS, has produced 3 different type of responses of the bureaucracy to the changed scenario:
1. those majority, who sit on the fence and let things pass-by, without sticking their neck out
2. that minority who stick their neck out on principles and suffer by way of unimportant postings and marginalization and victimization and
3. the equally small minority that willingly takes part in the game and benefit by cornering influence,power and money in the process.
Well, the solution?
- Remove this contradiction in the understanding of the role of the two.
- Bifurcate and separate the role and the area of operation of the two and
- Let each one stick to one's role and sphere of activity, without interference.
Abolition of IAS will not serve the purpose, because the country will
need a bureaucracy in any case and the known devil is better as it atleast has the experience and the proven record on its side.

Rajasthan bureaucracy is surprised

The Rajasthann bureaucratic circles woke up to the stunning news of the marginalisation of 1969 batch IAS officer Adarsh Kishore in the latest bureaucratic reshuffle at the centre. There is both shock and dismay in Jaipur on his having been relegated to the insignificant department of Statistics and Programme implementation.

Amarinder -Badal tussle & IPS

It's official now. The Amarinder Singh - Badal tussle has spilt it's venom on the state policing machinery. With Prakash Singh Badal announcing that he'll teach all the 4 IPS officers who are trying to appease their political masters a tough lesson once he returns to power, the game is becoming quite vindictive.Badal openly announced that ADGP/Vigilance A.P Pande,DIG's,B.K.Uppal, K.S.Pannu and Siddhartha Chattopadhyaya are aiming to attain professional goals while achieving political aims for their political bosses.Here is a brief insight as to why the Amarinder Singh Govt used these four officers in the tirade against the Akalis.
1) A.P Pande - It is a well known fact that when this senior IPS officer was posted as IG - Border, he was transferred out from his office by the then C.M, Prakash Singh Badal and Akali leader Surinder Singh Kairon at the behest of the then D.I.G Jasminder Singh, serving under him. IPS officer, Jasminder Singh's proximity to the Badal family finally led to the exit of A.P Pande from the border range. Hence A.P.Pande, the present ADGP/Vigilance has a well nurtured grudge against Badal, which Amarinder Singh has been able to capitalise on .

2) B.K Uppal and K.S Pannu - The two DIG level officers were known to be quite close to kins of the Badal family at one point of time. The entire purpose of utilising the services of these two officers were to get cracking on the Badal clan in a more emphatic way. Hence,the present Congress government banked upon these two officers to find it's way through the Badal maze.

3) Siddhartha Chattopadhyaya - renowned as an ace terrorist hunter and a star performer during the Terrorism days of Punjab, this intrepid officer is well known to be a staunch and a devoted pro-congress supporter.His Congress chronicle dates back from the terrorism days till date.Chattopadhyaya's congress connections extend right from Ferozepur- Faridkot- Ludhiana belt to the CM secretariat and Jagdish Tytler and other stalwarts in Delhi..There are no two opinions that the ability of this brave officer is matchless and to club it with the pro -congress feel that he carries around with,made Chief Minister Amarinder Singh's work all the more simpler. He was suitably rewarded with a choiced posting as the D.I.G Ludhiana range by the C.M

However, point is.Did any of these officers actually ever have an option of backing out from the Badal barrage campaigns?Did it come all in their line of duty?If Yes, then why are they in the firing line now?
