Revolt brewing in bureaucracy?

If a recent extended lunch meeting of middle level IAS officers in a ministry in Delhi is any indication, a virtual revolt is brewing in the ranks of the IAS. What began as a lunch room discussion expanded into a virtual mini-IAS Association meeting, with several JS and Director level officers in the same Bhawan (which incidentally houses the maximun number of ministries in Delhi!) being called in to join the discussion. The subject of heated discussion was the spate of arbitrary transfers in recent weeks, with JS level officers being sent on compulsory wait overnight, the reign of terror in UP by Mayawati and blatant favouritism of a select few. The manner in which officers of a particular community were pushed out en masse from the Ministry of Finance to accommodate the FM's favourites has really riled the IAS community. Coupled with this is the total silence of the central government over Mayawati's illegal suspension drive of IAS officers. Does the UP Chief Secretary not know that GoI concurrence is needed to suspend an IAS officer in the state, someone asked. Maybe he should be asked to attend a refresher course at Mussoorie, another replied.There was almost total unanimity that the current phase was the worst time for the bureaucracy since the emergency. Central ministers are just not willing to be denied and will shoot off a note to the PM demanding immediate removal of officers, who in most cases has obliged. The cases of the former DG ESI who was shouted at by the Labour Minister in a meeting before her subordinates and reverted to her parent cadre the next day was cited as an example. Another is the recent sacking of the JS & FA in Petroleum Ministry by Ram Naik only because he was not agreeing
to the minister's arbitrary directions. The number of JS level officers on compulsory wait in this govt. is an all-time record. Most officers blamed three people for the present holy mess. Who are the three people ?.Anybody's guess.
