They are Mssrs P Ramulu and K Sadasiva Rao (Andhra Pradesh)R K Sharma (UT),D S Amistt (Himachal Pradesh), U D Rajwade (Maharastra),M S Bhullar (Punjab),Umed Ram Bishnoi (Rajasthan ) and Deo Dutt (UP). Murli Manohar Joshi to be Foreign Minister ! Grapevine has it that Human Resource Development Minister Murli Manohar Joshi will be new Foreign Minister . Is his US visit anything to do with proposed new assignment ? Yashwant Sinha to be shifted to Planning Commission ? Speculation is rife that Foreign Minister Yashwant Sinha is being appointed Vice Chairman of the Planning Commission. K C Pant to be HRD Minister Rumour Mill says that Vice Chairman of the Planning Commission K C Pant is being appointed Human Resource Development Minister.One this is certain if Pant is moved from the Planning Commission he will certainly get cabinet rank in the Government of India. Jaswant Singh to continue in Finance Shifting of Murli Manohar Joshi to Finance is now ruled out.Jaswant Singh is not moving to External Affairs and will continue in Finance. Virk is a 1970 batch Maharashtra Cadre officer and is stationed in Punjab for the past three decades nearly. Many a times has the Ministry of Home Affairs written to the State Government to relieve him to various Chief Ministers but to no avail.Singh has never returned to his parent state or at GOI except for a short posting at CRPF and that too was in Punjab. .Can any other IPS officer in the country break this unique record??It is learnt that Singh has managed to be extremely close to the Chief Ministers of the state irrespective of their political parties and has always been a blue eyed officer of the C.M Principal Secretary on contract basis in J&K In an unprecedented move the Govt. of Jammu and Kashmir has reappointed
a Retired officer of 1973 batch IAS A Sahasaraman as Principal Secretary

Shakti Sinha does'nt handle India Did Shakti Sinha try to prevent other Indians from joining the World Bank by " trying to move a resolution through the earlier ED, BP Singh (IAS, Assam Meghalaya, 1964), by arguing that Indians, especially IAS officers, leaving India to join the World Bank constituted 'brain drain'" ?. Reality is altogether different- Shakti Sinha neither handles matters relating to India nor Personnel matters at the ED's Office, where he works, which represents Bangladesh, Bhutan, India and Sri Lanka at the Board of the World Bank, with the ED enjoying the rank of Ambassador appointed by Government to represent in US. Infact at no stage he took up with the past ED (BP Singh), the present ED(CM Vasudev) or anybody else the issue of recruitment of Indians or even the recruitment of anybody else at the Bank, either formally or informally. Appointment of all staff at all levels up to the Managing Director is the sole prerogative of the President - the Board is entitled to a 72 advance notice before the public announcement but no more, and cannot in anyway question either why or why not any particular individual or class of individuals was appointed/considered/not considered.
