Secretary Child and Women Welfare Dr R V Vaidyanath Ayyar is joining the IIM Bangalore as Senior Fellow next week. Dr Ayyar is superannuating on July 31.

Grapevine has it that Himachal Chief Minister Virbhadra Singh is proceeding to the United States for a cardiac treatment in about a month's time. Who then would take over the reigns of the state as the acting Chief Minister of the state? The tussle is between senior Congress leaders Kaul Singh and Ganguram Musafir. Traditionally , Chief ministers of Himachal have all been Rajputs and so is Thakur Singh. Thakur is also believed to be very well ,connected with the party high command in Delhi too. Meanwhile Musafir is the speaker of the assembly and is a senior politician too. However, sources say that Virbhadra is in a real dilemma over whom he should pass on the baton of responsibilities, if at all a need so arises??

ONE. State Government is competent to suspend an IAS officer for a limited period beyond which approval of
Government of India is necessary for the suspension to continue. It is not correct to say that IAS officer posted in the state under the State Government cannot be suspended by the State Government without prior permission or approval of the Central Government. TWO. Compulsory Wait is an internal mechanism available to the government including the Central Government to effect transfer of officers including IAS officers from one post/ department to other post/department on administrative ground. At times, though not frequently , compulsory wait becomes necessary.It is not that IAS officers do not know about it . In fact they must be applying this on
officers of other services working in the government.Nowhere it is mentioned that compulsory wait shall not be applicable to IAS officers. This compulsory wait period is treated as duty period and officers get full salary for the period. On the face of facts there is no stigma attached to compulsory wait.This being so there can be no valid objection to compulsory waiting of certain IAS officers posted in the Finance Ministry of Central Government in the process of shifting them to other post/department in the Government of India.
