EC/SSC officers in Civil Service

The era of officers recruited to the IAS/IPS/IFS from the Military officers with Emergency Commission or
Short Service Commission would shortly be coming to an end. With the retirement of S.K. Naik (Punjab
Cadre 1966) from the post of Health Secretary to take up the membership of CAT, there would be no regular
Secretaries in Government of India of this category of officers.Of course V.K. Duggal (AGMUT Cadre 1968)
who is now Special Secretary Environment & Forests, is waiting to be a regular Secretary in the next reshuffle. As a curious coincidence both the Chief Secretary and the DGP of Karnataka are former Army Officers. B.S. Patil is the Chief Secretary and Madiyal is the DGP. Both are from the 1966 year of allotment to IAS and IPS respectively. Another EC/SSC officer S. Reghunathan (with Smt Shiela Dixit) continues to be a powerful officer in Delhi.

Forum

I have read the comments offered by Shanthakumari (1974 IAS - Karnataka) the comments reflects the weak case for sustenance of the Raj legacy, the only comments that she can offer is that a known devil is better than unknown. What a devil is a devil and it sustenace can in no way mitigate its desirability to the system.
Time has come when we should rise above the personal benefits and think about the better of the nation its netizens.
