What's happening in the Chandigarh Administration after all?Advisor, Virendra Singh has been venting out all his grudges completely on Home Secretary,R.S.Gujral.It is learnt that customarily all official high priority files are supposed to reach the Advisor's desk once they've been forwarded by the Home Secretary's desk. However,it seems Virendra Singh is adamant on not letting counterpart Gujral to get a chance of working upon any file.He has directed some 18 odd departments of the Chandigarh Administration to send all their files directly to him. That's bypassing the Home Secretary completely.Will Administrator, Chandigarh Administration, Justice O.P.Verma take a note of this serious power tussle in the administration?

High handedness of the Railway board...

As a measure of urgent need for reformation and need based concentration on functional duties, Appointments
Committee of Cabinet (ACC) & DOPT had approved/ sanctioned an additional post of Member (Stores) in
the Railway Board.However, the "OTHER" Rly Board Members have shown no interest in notifying and
filling up the said post of Member (Stores). As the grapevine has, such an implementation will reduce their
financial powers (...say vested interests) as the new Member will be the in charge of Materials Management
and Procurements.Such a post of Member (Stores)is professionally more advantageous and should exist as
per the modern management practices to ensure financial benefits accruing out of specialisation. Also,this will relieve other Members of their additional burden to deal with a complex area of Materials Management, and to devote more time to their own functional area. Railways is a Shambles already... Member (Stores) post has been sanctioned after a lot of mulling over by the ACC/DOPT and opposition by various earlier Boards, hence its' implementation needs to be ensured. We hope the decisions taken by the superior bodies like ACC/DOPT prevail in larger interests of GOI !
