Is the Cabinet Secretary aware ?

Is the Cabinet Secretary aware that at least one Secretary to Govt. of India together with his favourite Joint Secretary is spending the coming week-end in London after attending the ILO's International Labour Conference at Geneva? In a brazen violation of all GOI rules it is reliably learnt that the Secretary has not taken any prior permission from his competent authority. All this at the tax-payers'expense!

The Ludhiana Link

The recent police shufflings in Punjab have caused quite a stir . However, the sun still shines bright for some officers who've had the distinction of being extremely close to the Chief Minister.Siddhartha Chattopadhyaya, the suave and intrepid IPS officer of the 1986 batch couldn't have asked for more. He got posted as D.I.G - Ludhiana range in the reshuffle.Chattopadhyaya already had an enterprsing stint in Ludhiana in earlier days when he was posted as the SSP Ludhiana. It is learnt that Chattopadhyaya was quite eager to be posted at Ludhiana for a long time since he enjoys a terrific network with some top shot corporates and industrial houses of Ludhiana. He had been trying for some good odd time to be redeployed in Ludhiana. After a long wait and strenuous barrage of Anti - Badal campaigns which Chattopadhyaya led , it seems he has been suitably rewarded by the Chief Minister with a posting of his own choice. So far so good.. what needs to be seen is would Chattopadhyaya remain as Amarinder's favourite arsenal against Badal or would the slot exchange
hands. At the end of the day, the moral of the story is.. it surely pays to be Chief Minister's guy!!

Is GoI rule being applied in Railways ?

There has been a rule in the GOI that Secretary level posts should be filled up by officers having more than one
year to retire. However, in the Ministry of Railways, this rule is being overlooked for several years now...only due to the discretionary recommending powers vested in the Railway Minister. Even Nitish Kumar has followed
the same in the past. Now the minister seems to have decided to revive the justified traditions...specially in view to ensure implementaion of the long term goals and policies in the Railways. As, such, Railway Board Members and Chairman with short tenures have harmed the system by short term measures during their short tenures.
