How much pro Dalit is the NDA regime?

How much pro "dalit" is the National Democratic Alliance (NDA) government? This question can best be answered by the fact that from July onwards out of the total 81, there would be no Scheduled Caste Secretary in Government of India. The lone SC , Secretary Social Justice and Empowerment C Gopal Reddy is superannuating by this month end.

In an unprecedented and historic step Rajkamal Prasad (IAS, 1994, Chattisgarh) has been officially given permission by the Government of India to proceed on extraordinary leave and work for McKinsey and Company , the world's best known managament consulting company, last week. It is learnt that the Prime Minister himself cleared the file for no one else in the government was willing to take a stand on it. This is for the first time since India's Independence that an officer belonging to the IAS has been given formal permission to work for a private sector company.And that too on private sector terms. Rajkamal completed his MBA from the Indian School of Business, Hyderabad and would be based at the New Delhi office of McKInsey starting July 1, 2003. His wife Richa Sharma is also an IAS officer of the same batch. Is this the first step towards the opening of gates for a revloving door policy for civil servants between the private and public sectors?
