This has a reference to news item in Whispers dated 25th June.
I think it is totally unreasonable to take the presence or otherwise of a SC person as a Secretary to Government of India to be a measure of 'pro-dalit nature'.Persons at the level of Secretary or a little below have long back lost their 'SC' tag for all practical purposes as they suffer no social indignities or practice of untouchability. Merely by having a couple of SC Secretaries does not make a government pro-dalit in terms of its actual implementation of field programmes, enforcement of SC/ST Prevention of Atrocities Act or such other social legislations.
The news item is misleading in my opinion.
