ACRs are rubbish : Bureaucrats

A lot has been said and heard about ACRs but do we really need them ? The answer is a big 'NO' if we go by the views of scores of bureaucrats who responded to our debate on "Do the ACRs of officers reflect their true calibre ? ".
Most surprising is that not even one respondent to the above question - put on whispersinthecorridors.com - appreciated the system of writing ACRs by the seniors. The general view about ACR was one of those vestiges of the British Rule which are carried on more by violation than by compliance.
"Be attentive what the boss and the superboss needs, be ready to rush with whatever the superboss needs ..er..may be a cup of tea or a dinner plate..and you are sure to win A++", adding that in most of the cases ACR is certainly not the reflection of calibre of an officer but a reflection of his personal rapport with the seniors.
A buttering master will always get a better ACR than a sincere and hardworking officer, says another respondent who suggests that the Annual Confidential Report (ACR) should now be renamed as Annual Personal Report.
Arguing, yet another bureaucrat said, "It is high time that the format and contents of the forms are drastically changed. The duties and responsibilities for the field staff and the secretariat staff are quite different. The forms contain age old entires, which are totally insufficient to reflect the capabilites of the officer reported upon".
Another evidence that the ACRs do not really reflect the true calibre of an official is that had it been so, we wouldn't be witnessing politicians taking over the reins of administration with no resistence from our bureaucrats/system.
By and large the respondents felt that the officials certainly lack the initiatives marred by urge for small favours they get in the form of lucrative postings etc. thus compromising the bigger interest or duty towards the nation.

T C Janarth is Additional PS to HP CM

Trilok Chand Janartha has been appointed Additional Principal Secretary to the new Himachal Pradesh Chief Minister. He is 1988 batch IAS officer. 1986 batch IAS officer Balram Sharma has been posted as CEO of the HIMURJA. A Sharma and Bhimsen two Secretaries of the outgoing Chief Minister Prem Kumar Dhumal are yet to get postings.

No IFS as Passport Officer in future

No Indian Foreign Service official will be made Passport Officer in future.
The Government of India, it is learnt, is contemplating to make it a policy.

Andhra Pradesh Chief Secretary to retire

Andhra Pradesh Chief Secretary, Sathi Nair, is superannuating this month end. She is 1966 batch IAS officer.

Subhash Joshi on his return from central deputation has been appointed IG Intelligence Uttaranchal. He is 1976 batch IPS officer. He was IG RPF at Mumbai.

TN cadre IAS officer joins MP Government

TamilNadu cadre 1989 batch IAS officer Sandeep Saxena has come on deputation to the Madhya Pradesh Government for three years. He has been posted as Additional Secretary in Revenue Department.

Principal Secretary Food and Civil Supplies R S Sirohi has been given additional responsibility of the PWD in Madhya Pradesh.

K K Sethi appointed CLM

K K Sethi has been appointed Commissioner for Linguistic Minorities (CLM) in India. He is 1963 batch retired IAS officer of Madhya Pradesh cadre.
The Commissioner would investigate all matters relating to safeguards provided for linguistic minorities under the Constitution as also the National Agreed Scheme of Safeguards where an annual report is presented to the President which is presented in Parliament after his clearance.
The CLM will function under the Ministry of Social Justice and Empowerment with Allahabad as its national headquarters apart from three regional offices in Belgaum, Kolkata and Chennai.
