Non IAS Power Secretary R V Shahi has played his cards against DoPT well. In December 2002,<whispersinthecorridors> had reported that the said Secretary was interested in bringing his own candidate as Director against the vacancy that arose in December 2002. Then, there were his refusals and intereferences about the list of persons sent by DoPT. Finally, there had been no decision for filling up of the post of Director. As per the latest information, the related file duly approved by DoPT has been missing from the Office of the Secretary or Minister.What a mockery of DoPT and established norms in the GoI for appointment by Non IAS Secretary?Is anyone listening in the GOI?
