Female IAS officers are better but not always

Competence is not, and cannot be the preserve of either sex. And when it is so, why gender should become benchmark for evaluation ? We should assess our colleagues on the basis of competence, intelligence, integrity both moral and intellectual.
This was the general opinion of respondents whose views were sought on - Who would be a better IAS - a male or a female. The question was posted in the News and Views column of our website i.e. whispersinthecorridors.com.
While,majority respondents felt that no inherent qualities were bestowed upon us by gender, others who made a bid to analyse the working of male and female IAS felt that Women were better but they do not get a level playing field.
"Certainly gender should not be the basis for judging competence of any officer in any walk of life, what to talk of civil service. It depends on person concerned only. Though there are arduous postings in case of civil officers, where male officers may be more suited for jobs, yet female officers have duly proved their worth", said a respondent having a vast experience in the field to his credit.
Those favouring female as an IAS officer say they are better because they are sensitive, able to strike a nice balance which moderates their behaviour well,more sincere by nature less corrupt and more responsible.
Moreover, "Females are more judicious and common sense oriented, less dogmatic and able to stretch the truth better", feel votaries in favour of female officers adding that they have a little or no time for parties and hobnobbing with politicians.
But male officers do not completely lose their heart because there are many who also feel that competence cannot be preserve of either sex. "That is so because competence is not determined by gender, be in the IAS or outside the service. Any debate on the issue therefore is bound to be sterile", such people say.
Others of the same opinion say, "Gender cannot be the basis for evaluation of superiority and competence of an IAS. All things depend upon the nature, attitude, capacity, capability, qualification,family back ground, family conditions,level of understanding,interest,will power etc. When we keep in mind all these factors than we can easily say that any one may be superior or inferior".
And last but not the least, there has also been some solace for male IAS because many feel that the females do not always make a better IAS official. "I know many sensitive male IASs also. On the contrary those from the fair sex are inflexible, too rule-minded and are not creative in the interpretation of procedures according to the big boss. As a result, many lady officers in the state are either on long leave or compulsory waiting or given "suitable" postings.

K Jairaj is the new Principal Secretary to Karnataka Chief Minister S M Krishna. He is 1976 batch IAS officer. Jairaj has replaced Chiranjiv Singh, who is joining as Development Commissioner, North Karnataka.
