According to information posted on your website the Information & Broadcasting Minister of GOI is likely to get a Bihar cadre IAS officer as JS in his ministry. It is just a coincidence that the officer happens to be a casteman of the Minister. Since GOI has to look after the entire country and since IAS cadre is supposed to have a national character it is normally believed that in selecting officers for the posts of Secretary , Special Secretary, Additional Secretary and Joint Secretary for ministries the apex level Appointment Committee of GOI does not take into consideration the state or the caste of the Minister.If the likely decision of the GOI for posting the particular IAS officer as JS in the Ministry is based on merit ( and merit alone)and his belonging to the state and caste of the Minister is just a coincidence then it is alright .But if the likely decision is based on considerations other than merit then it would cast aspersion on the objectivity of the decision and also on the all india character of the officers of the IAS cadre.In any case Prime minister , Home Minister and the Appointment Committee of GOI should look into the matter afresh and if there is any catch anywhere it should not be so decided. Attention of the PM/HM/AC is drawn towards this in larger public interest. There is nothing personal against any particular officer.
