Mystery about leaking letters!

Top leaders in Bhartiya Janata Party (BJP) are quite peeved over the manner in which two letters written separately by two leaders of Madhya Pradesh became public. First, was a letter of regrets by BJP's star campaigner Miss Uma Bharti to Delhi's Sports Minister Vikram Verma.The second letter was written by former Agriculture Minister Laxmi Narayan Sharma to former MP Chief Minister S.L.Patwa.Sharma had opposed fielding of Patwa's nephew Surendra Patwa from Bhojpur seat in the state. Miss Bharti's letter had gone to a dozen BJP leaders while Sharma's letter went only to BJP chief Venkaiah Naidu, state president Kailash Joshi and Sunder Lal Patwa.BJP's high profile general secretary Pramod Mahajan had even ordered a probe into this. Are there any conclusions so far?

Reference to the news item of November 13 regarding IFS AHEAD OF IAS IN PROMOTIONS. It does not seem to be correct in all grades. 1983 batch in IAS has already been promoted as Joint Secretary but in IFS even the 1982 batch is awaiting empanelment.
