Has secret source(SS)fund increased in Punjab ?

Grapevine has it that the Punjab Government's secret source fund has been increased from 50 lakhs to a whopping Rs 3.5 crore by Chief Minister Capt Amarinder Singh. The CM has also raised the Secret Fund value for the office of the DGP,Punjab, A.A.Siddiqui from a mere few lakhs to again Rs 3.5 crore! Can this really be true? Rumour mill churns out that the prime reason for increasing the secret source fund amount is to facilitate the crackdown campaign on P.S.Badal's assets and properties in the US, Canada and elsewhere in the world . While,it is a known fact that the expenditure done from the secret source fund is not accounted for nor questionable, has Chief Minister Amarinder Singh increased the value to settle political scores before the next elections?Another issue that remains unanswered is, whether private accreditted detective agencies and organizations, who have access to official records and documents in the US and Canada were paid from this secret source fund to dig out information about properties and assets owned by Badals' in the US and Canada . When any Indian state requires help and coordination from the Interpol or any other foreign policing/ state detective agency, what is the right protocol to be followed?Isn't it required that the policing coordination be done through the CBI via the Ministry of External Affairs? However, grapevine has it that in Punjab, Chief Minister Amarinder Singh and the Vigilance Department under him have evolved quite an innovative and enterprising solution to bypass this channel.Rumour mill churns out that in order to get cracking on Akali supremo Prakash Singh Badal, Amarinder Singh hired some of the best private Accredited detective and investigating agencies, both in the US and Canada.
