Is Tamil Nadu heaven for State Service Police officers ?

TamilNadu is a heaven for State Service Police Officers ( direct DSPs ).Total number of IPS officers ( RR ) from 1990-2000 is 37. On the other hand promotions from state service to IPS for 1990-2000 are 44.This is contarary to IPS (Recruitment) rule 9 of 1954, which says only 33.3% posts are to be filled up by promotions.
