K N Desiraju is all set to join the HRD Ministry as Joint Secretary this month. 1978 batch Uttaranchal cadre IAS officer Desiraju is presently Joint Secretary in the Department of Personnel.

Parvati Sen Vyas (IFS 75) Deputy High Commissioner in Canada was, on October 28, posted to Dakar as Ambassador to Senegal, Cape Verde, Gambia, Mali, Mauritania and Guinea-Bissau in place of Balkrishna Shetty (IFS 76) who was transferred to Delhi. After waiting for a month, Shetty has left for Delhi. Since Parvati Sen Vyas is reluctant to join in Dakar, there is no Ambassador to 6 West African countries.

J F R and S F R make a cool pair!!

So the new Governor of Punjab, Gen S F R Rodrigues has a guru in the former Governor of Punjab, Gen J F R Jacob. Both the generals are deeply fond of each other and have served in the Indian army together. It is learnt that the present Governor and his wife visited the former Governor, Gen Jacob, in Delhi to seek his expert guidance on steering the administration of Chandigarh Administration and Punjab in a smooth way. Gen Jacob also lent expert tips to Gen Rodrigues on the various public welfare programmes run by the Chandigarh Administration. Well, one thing is for sure, Governors with an army background surely have a flawless way of handling administrative work. Isn't it time that Governors with a political background learn a thing or two from the Army Commanders!!

Why politician is not appointed Governor ?

An elected State Government takes little or no cognizance of Governor. A government like West Bengal may even ignore the Governor altogether.Perhaps this may be the reason that politician-governor was not appointed in West Bengal. Appointment of ex-bureaucrate as Governor proves atleast one thing.A bureaucrate is corruptible even after retirement .
