Prime Minister Manmohan Singh is believed to have cleared the appointment of Ashok Saikia for the post of ED in ADB.Did former Prime Minister Atal Behari Vajpayee ring up Manmohan Singhji to allow 1971 batch IAS officer of Assam-Meghalaya cadre to go to Manila in July as ED of the ADB?.Last week at the behest of a group of bureaucrats appointment of Saikia had been cancelled.

The interesting thing is that only two of the names are those of insiders. This is indeed a tribute to Karnataka where distinctions are not made between "outsiders" and Insiders". All are "insiders" once they join the cadre.
