Should IAS Be replaced by Management Services ?

Believe it or not, majority people in the country feel that the time has come when the Indian Administrative service be replaced by management Services. Atleast 90 per cent respondents to the mind boggling question - " Should IAS be replaced by Management Services ? " - posted on the portal whispersinthecorridors.com agree that the IAS were now obsolete like the Indian Civil Services when they were replaced by the former. A professional mangement service comprising of the best officers from various fields including public and private sector would be better than the present bureaucracy, they opine mainly because the IAS in recent years has got into inextricable nexus with the corrupt politicians despite the fact that bureaucracy should be managed in an impartial manner.
Some others feel that the change should be brought as early as possible in the organisations / institutes / management institutes, etc. IASs are meant to manage, control and administer over clerks and baboos of secretariat and also to some extent control district administration.
"I have seen their failure in technical and specialisation posts (barring some examples). An IAS armed with BA(pass) or MA (history) etc. can make stride successfully in a technical institute? no and never", says Harish Gurjar.
"The right solution could be contracting of senior positions in GOI at Joint Secretery and above levels with outstanding professionals in the respective field. The selection is to be based on a shortlisting to be done by a standing selection board and confirmed by a parliamentary committee in a public hearing. This service should be restricted", says keshav Prasad.
Others feel that IAS lobby is controlling the affairs of the top management of not only the Govt of India but also PSUs and other Autonmous bodies like Universities and educational institutions despite that they were not the cream ones. The toppers from the School Exams go to medicines, engineering and other much demanded professionals line like armed forces, airlines and the rest residue goes to colleges for graduation.
The UPSC, they say, has to choose from amongst mostly this residue for IAS services. They get training of less than 2 years and this training how makes them fit for ruling ministrial and secretarial administration of the state govts and central govt. Being near to executive, they claim all benefits and do not have these extended to other services like defence, scientists, doctors, engineers, professors , judiciary and similar others. This is leading to resentment amongs the non IAS categories.
Besides, the self interest is too high and they do not allow other cadres to develop and prove their deservance over the IAS cadre. They have no other qualification except of that training after the selection but this training doesn't makes them expert for all fields including the Airlines, PSUs, Universities, Banks , Financial Institutions and other technical bodies. This is why they are failure and being non technical experts, all these organisation are incurring losses and leading to privatisation.
Why all govt organisation headed by these officers incurr loss where as as soon as they are privatised i.e headed by non-IASs they stared giving profits. The IAS services must therefore be restricted to Ministries and Deptts of the Govt of India and the States Governments only. One IAS officer Rahul Tewari has defended the service.
"It would have been a useful exercise to discuss as to whether IAS should be replaced by a mgmt. service only if there was some possibilty in near future of the same happening. Presently as the scheme of things in this country is I do not see even the remotest possibility of the IAS getting replaced or even complimented by some other service. The top 3500 posts in this country are bagged by senior IAS officers. Even the junior ones as collectors are the 550 , most important people in this country.Now changing this at present seems impossible because it will take years & years to create an institution which would replace these 4000 show makers of this country. So instead of criticizing the IAS from outside lets try to get into it and then try to make it as better as possible.Even better than the best mgmt. services that we can think of. "
