..this is my raaz, Bharat Kumar MESSAGE BOARD The science and tech ministries are these days being run by babus who have no appreciation either of science or of technology. One must analyse the invasion of IAS in ministries like Environment, Nonconventional energy, Information Technology etc. A number of posts of Director and JS level are held by IAS where there are many scientific officers of the same level in these ministries. Then there is rumour that these ministries may loose their S&T tag. How can technology excel when throttled by babus who have no appreciation of that? If PM is serious about bringing cultural change and if he is serious about reducing posts then first step must be to dissolve all the posts of Director and JS in these ministries and allocate the work to S&T cadre officers.
