Three Secretaries had been changed in the Ministry of Statistics & Programme Implementation in a short spell. But the ISS cadre continues to remain in deep slumber. PMO's directives for speedy disposal of issues especially relating to promotional advancement are allowed to get lost in God-knows-what queries. Even four months after the DPC meet promotion to the Additional Secretary and the Joint Secretary levels are still to be cleared. Each time a new Secretary joins, the whole exercise of briefing afresh takes place. And this continues to provide disincentives to the entire stock. Who will answer?
