What has gone wrong with ISS ?

What is wrong with Indian Statistical Service management? Despite having officers with high academic background and sufficient technical expertise the service is made to be fossilled. Reasons: lack of articulation, feeling shy to ask for the legitimate dues denied for years and abject poverty of basic instincts to protest even politely.
The post of DG, Central Statistical Organisation which is an apex body of statistical intelligence at national and international level had been kept to remain vacant well before the onset of this millennium. No formal protests. No informal murmurings.
Officers due for promotion to HAG and SAG levels and that too after putting in 25 to 30 years of service are kept on unpunctuated waiting a la Dhananjoy Chattopadhyay's hanging till death even though DPC for selection was over almost three months back in June 2004. No accountability. But reinforcing the credibility of slow, timid and lukewarm approach which is unmatched in the history of civil services.
Grapevine has it that lot of players are already out in the field of manipulation and speculation to meet individual interests with adequate back up of omnipotent cadre management. While one bunch of officers continue in the same Ministry, same Department, same Division and also the same station (read Delhi) if not the same building, another bunch who had been recently posted out of Delhi on promotion are being brought back thanks to the parochial bureaucratic skill of the Godfather having same mother tongue.
There are other craftsmanship too. One such peer had already succeeded to be the office-bearer of ISS association to evade transfer out of Delhi much less to go out of the Department of Statistics. His entire career since 1977 has been in this Department only. Another cohort whose office of work remained the Planning Commission since 1981 was transferred to Kolkata only to be transferred back to Delhi within a span of one month. She stayed in the new station only for three days and the remaining days of the month she took leave and returned to Delhi to pursue and ensure that her order is through. She got it done. Well, this decision cost the Govt. exchequer more than Rs. 1 lakh.
