Dr Anand Asthana wins prize in Laos

In the International Conference on "People-Centred Approaches to Water" in Vientiane, the prize for the best academic paper was awarded to an Indian official. The Deputy Prime Minister of Laos presented the prize
to Dr Anand Asthana (IAS:MP:76) in a glittering ceremony on October 29. Dr. Asthana has now been invited to address the African Water Ministers' Conference in Dakar, Senegal being organised by Water Supply and Sanitation Collaborative Council, Geneva this month.

No regular panel of Dy. Secretaries from Central Sectt. Service has been prepared from 1995 onwards. Officers were promoted in 1999 and much later as Ad-hoc DS. Most of the promotee CSS officers are retiring. If this is done early they can get higher retirement benefits in terms of pay fixation and possibly next promotion as Director too. If regular promotion as DS is still difficult because of court cases or any other reason, is it possible to consider adhoc promotion as Director as one time exception. Can we have the benefit of your advice.
