Bharat Kumar Message Board Present Revenue Secretary is competent I would like to respond to Thiru Palani T's theoretical remarks on the present Revenue Secretary's competence which can at best be considered to be ill informed and opinionated.KMC's competence and efficiency is a byword. Singlehandedly, this man built up the Trade Policy Division (TPD) at the Ministry of Commerce, when the WTO was in a very nascent stage. His notes in longhand are the genesis of each and every file in TPD. K M Chandrasekhar is very close to being a legend in the Ministry of Commerce. A very fine gentleman, a very good boss, upright and possessed of a keen mind, KMC needs no introduction to any one acquainted with Government of India. It is interesting to note that he was not the first choice to go as Ambassador to WTO, Geneva, only when the IFS staked their claim to the post, did the very best man win and KMC finally went. In intelligence, ability, grasp, efficiency and capacity, KMC outranks almost everybody (I qualify the term everybody because I do not know of everybody, and for no other reason). And, let me add, he will not take six months in learning anything, apart from being KMC, he has behind him, 34 years of experience in Government in the IAS. We may also remember that he was placed second in the IAS (pre 1979 scheme) when chaps qualified for the IAS in best of five papers, Allied Services in best of three papers and the IPS in best of only two. I may add that I do not hold a brief for either KMC or the IAS, but these are the facts, objectively considered.
