I have raised the current appointment of the Revenue Secretary as only one example of what is wrong with the way the government is run. I am willing to concede that Mr. KMC is eminently suitable for the post of Commerce Secretary considering the number of years he has spent there and hence acquired considerable expertise in that area. But, does that expertise translate to Mr. KMC being a good Revenue Secretary (or any other Secretary for that matter)?. Mr. A.K. mentions Mr. KMC's brilliance and surely based on that one could conclude that he is an extremely intelligent person. But, I am not convinced that intelligence is enough to design and frame Fiscal policy, though I would agree that it is indeed an asset. Sadly, despite the enormous praise that Mr. A.K. has for the current Revenue Secretary he has not mentioned even once his suitability for advising the government on Fiscal Policy. As a taxpayer who wants the best system to govern my country, I am not convinced of Mr. A.K.'s arguement. Rather it would benefit the country greatly to post Mr. KMC as the Commerce Secretary for which it appears that he is best suited. I am also not convinced about the arguement that by writing an extra paper in 1979, Mr. KMC has risen above the lesser mortals who are automatically relegated to the back seat on all matters of governance. Alas, if running the government implies only being a good administrator (for which it appears the IAS believe that only they can do), then the country will continue to run based on administrative convenience while being weak on policy.
