He is the one who made all babus IAS and IPS go for trg regularly. The rev secy as a babu is only a filepushere and f.m. knows his job only too well and he knows how to steer the ship. It would be good if this new babu can reduce corruption in Central Excise and Customs and Incometax as the rates of corruption has gone up and most of them are corrupt and the CBI does not do its job nor is competent in doing and detecting the widespread corruption in all the wings of the rev deptt. Shankar I wish to thank Mr. Lahiri for updating me on the role of the Revenue Secretary. If his role is mainly to oversee the CBDT and CBEC which themselves have mechanisms to budget and collect taxes it implies that the role is mainly administrative. As the CBDT and CBEC have their own seperate administrative set-up with respective Chairmen to oversee the adminsitration, the Revenue Secretary would hardly be using his skills for co-ordination between the two boards and would just add another layer of hierarchy. Based on the news paper reports the TPL and TRU which are the technical divisions are to be taken out of the CBDT and CBEC and placed under the Revenue Department, this means that the Revenue Secretary would now no longer be administering - rather he would be a key player in policy making. Based on what Mr. Lahiri says, it means that these technical divisions must be placed under the Department of Economic Affairs and not Revenue. I am not convinced that trade policy and fiscal policy are intricately linked. At the maximum it might help in the understanding of the customs part of the tax administration, but of no help in understanding how saving, investments, labour participation are influenced by the Tax Policy. At the least just being an administrator is not the best use of the talents of the Revenue Secretary. There is no doubt that he would find his feet, but, can the country afford to wait. And this applies to all such senior appointments which do not make the best use of the talents. Palani T Apropos for and against debate about KMC, a leader is best when people barely know he exists. And that is for what KMC have to strive to collect the maximum revenue. A K Singh I agree with Mr. Palani. The government wastes the talents of many good IAS officers by not posting them appropriately. There is some kind of hierarchy with respect to senior appointments, Home is better than Defence is better than Revenue, etc. and hence for example, a person good at framing agriculture policy while being suitable for the post of Agriculture Secretary is 'promoted' and made the Home Secretary. The belief being that all that one requires to run a department is 'general administration' ability and not expertise. The government also wastes the talents of a large number of Central Service Officers and Experts by not including them along with the IAS when deciding senior appointments. If this sense of domination and enimity continues to exist between the Services, the country will lose out in the long run. One bureaucratic solution is to fill up 20% of the post of Secretaries by non IAS officers and another 20% by outside experts. Also some IAS officers may be trained in a particular field so that they may become experts. The rest could continue as general administrators. Lastly, the government should do away with the life time immunity given to all government staff and limit this immunity only to those occupying posts above a certain level. Junior staff should be recruited for limited tenures. We cannot remedy the system only by cleaning up the top, we need to address the sloth that pervades our government offices. The hon. Prime Minister should consider such proposals.
