Is it not violation of IPS rules ?

After the Veerappan encounter the Government of Tamil Nadu has annonced a number of Awards for the men and officers. Most of these do not interfere with the IPS Rules/AIS Rules except the announcement of accelerated promotions. K Vijay Kumar, IPS, ADGP of the Tamil Nadu STF is to be made as DGP. He is 1975 batch officer. In Tamil Nadu only six officers are DGs and all of them are 1970 batch and seniors. He will supercede four batches. Similarly the SPs of STF one Sentamraikannan and Shanmugavel ( state service oficers ), still not alloted IPS seniority, will be made DIGs therby superceeding almost 10 batches of IPS till 1991( 1990 batch already has DIGs ). This act is total violation of AIS/IPS rules. There is no provision for accelerated promotions in IPS. These officers will also affect the All India IPS seniority list. Moreover state cannot do this on its own as this is a matter for Center to decide. The basic structure of All India Services is in jeopardy and if it goes on any state can promote anybody to key posts.
There is a total resentment in Tamil Nadu Cadre.
