I am fully agreeing with views of Megha. Leaving a few aside there is no commitment in IAS officers. Most of the time they are busy in securig some privileged postings in stated or some deputation at centre. Most of the officers has superficial knowledge about the subject they are dealing with and taking important policy decisions just on their whims and fancy. Some of them take the help of out side agencies in formulation of policies and these agencies are interested to serve their need first. Now the goverment should place the people having in depth knowledge of the subject specially in ministries like Finance, Health, Transport, Telecommunication, Defence, Petroleum, Atomic Energy, Power, Space Research, Information Technology and Science and Technlogy etc.

Child of 1984 riots

He cried …..and he was scared,
As they lynched his Dad he helplessly stared.

They came and set his Dad alight,
His Mother tried to stop them by putting up a brave fight

They pushed her aside and trampled on her to get to his Dad,
Had this kid been older he would have gone mad.

But his innocence saved him and all he could do at that time was cry,
As he saw his Mom and Dad die.

Now the Government has done the same too,
By flushing justice down the loo!!!!


Now today those memories make his eyes well up with tears and unashamedly they cry,
All the time looking up and questioning 'Why???"

He is now no longer a child and he understands and feels the pain,
How can his own Countrymen look at what happened with such disdain???

Like Him accept the Will of Almighty and get over your sorrow, anger and fear.

Stand up ……live by the motto of earning, sharing and praying,
Sikhs live by this saying.

Best way to remember your parents is become a true Sikh,
Sikh who does not extend his hand for bhik (alms).

Fight adversity and make something of your life,
Even though you've always faced strife.

A day will come when this pain inside you will start to ebb and will be replaced by a feeling of solace,

Two years tenure-M N Buch writes to PM

Dear Dr Manmohan Singhji,

There are reports in the newspapers that government are toying the idea of providing a two year tenure for the Secretaries of the Ministry of Defence, Home Affairs and Finance. The Cabinet Secretary already enjoys a tenure, but he is the head of the Civil Service and in his case there can be a special dispensation. Other Secretaries to government are civil servants and so far there has never been a distinction between the ranking of secretaries either in terms of seniority or of status. Identifying some posts only for tenure would immediately introduce a value judgement into the system whereby whereas all animals are equal, some animals are more equal than others.

Though you were never a member of the Civil Service, you have headed the Finance Ministry as Secretary. You are, therefore, aware of the fact that there are certain officers who will be prepared to go to any extent in order to jockey for what are considered prize posting either because they bring a degree of power to the holder of the post or they enable the office holder to frequently travel abroad and make contacts which can get him or her either a post retirement job or a plum international posting while in service. The so called economic ministries are, therefore, the scenes of considerable intrigue, apple-polishing and the use of political connections to obtain a posting as Secretary. I can quote chapter and verse, including giving names, cadres, seniority, etc., of officers who have made it early to a central deputation post in a prize ministry, made only a proforma return to the state when the tenure is over, only to return to a prize posting at a higher level as soon as the compulsory waiting period is over. Many of these offices have monopolized key ministries not because of their special expertise but because they are more influential than other officers who are not equally capable of intrigue, flattery, etc., Instead of the Service deeming to consist of officers who are more or less equally competent we already have four distinct groups:-

i) The empanelled officers and non empanelled officers
ii) The officers who go on frequent deputation to Government of India and those who are never selected for such deputation.
iii) Those who get prize posting in the Government of India and those who are either sidelined or not called on deputation at all.
iv) Those who having obtained a prize posting are also able to wrangle lucrative postings abroad which bring them international pensions which are tax free and those who spend the entire span of service in the states without ever having experienced a change of location.

To these four categories we are now, I understand, about to add a fifth, i.e., officers who somehow obtain a posting to selected ministries where they are given a tenure. Applying such a value judgement will not lead to a better handling of these ministries, but instead will create a schism in the Service between the chosen people and the rest which will damage the Service beyond repair.

Apart from the Cabinet Secretary no one should have a tenure and the date of retirement must be adhered to very strictly with no exceptions at all. Instead we should have a system whereby we select as Secretaries of the chosen departments those officers who have at least two or three years of service left so that they can be left undisturbed for a given period of time. One of the main reasons why we think of tenure is that we often post officers who have only a few months of service left and the frequent changes thus necessitated break continuity in the administration of the ministry concerned. I see no reason why we cannot select as Defence Secretary, Foreign Secretary, Home Secretary, Finance Secretary, etc., officers who have at least two years to go before retirement. Without introducing a perfidious tenure regime which will split the Service wide open it might be better to be selective in posting of officers to key ministries so that they have enough service left to leave a mark in the ministry.
The All India Services were constituted in order to provide cadres of officers who, because of the selection procedure, training and traditions of the service, would have a similar outlook in administrative matters. This homogeneity of the Services has been put under a strain which has virtually eliminated this character of the Services. Let us not aggravate the problem further by singling out ministries for tenure and thus putting a value judgement on which post is important and which post is not.
