Irked over the behaviour of Minister of State Coal Secretary Prakash Chandra Parakh is believed to have proceeded on leave. In a letter to the Cabinet Secretary 1969 batch Andhra Pradesh cadre IAS officer Parakh has also pointed out rampant corruption in the Coal sector

Why did CVC summon CBDT Chief ?

Unhappy with the skeletal report on transfers of Commissioners sent by CBDT Chairman, the CVC summoned him along with the CBDT' Member (Personnel & Vigilance), on August 5. What transpired during the hour and a half discussion, only these two officers know. Will some planned transfers not take place now?

NIPO to organize National Workshop

NIPO the National Association of Intellectual Property owners, creators and users is organizing a two day National Workshop for Implementation of IPR Regime "Creating a Framework through Government Industry and Civil Society" on 16-17 September 2005 with support from the Ministry of HRD and FIEO (Federation of Indian Export Organizations). The Government of Orissa has already nominated four officers dealing with Science & Technology, Industry, Textiles and Biotech departments. The Government of MP too has not been far behind and has nominated Secretary Industries to attend the workshop. Professionals from the trade and industry are also applying. Details are at www.nipo.org.in. Will the others get a chance since only 50 applicants can be accommodated?

The plain and obvious truth is that after suffering for more than 50 yrs, the nation needs to look beyond the IAS. Why? And not only IAS but beyond the current administrative structure and philosophy. We certainly do not need parasitical administrative service as we have now.

Now I.A.S is playing the policy of dog in the manger. They are not master of any field but pretends to be of every field. This is the reason why States are bank-rupt and Central government managed by CSS is cash rich.

Aaj Ki Aawaz

I decide to walk from Nariman Point to Churchgate. A cool breeze is blowing and the sea is at its full fury and waves crash onto Marine Drive. I stop at a Narial Paani vendor for a refreshing Narial Paani. Just then I spot my three friends Amar, Akbar and Antony walking lazily in my direction. I holler out to them and they rush towards me.

Amar: Arre Bharat bhai aap yahaa.
Me: Yes ….. just felt like walking.
Akbar: Chalo now we'll do some walking and a lot of talking!!!!

They too take a Narial each and after we finish we walk away.

Antony: See the guts of this Shahabuddin fellow…….. he has non bailable warrants on his name and a look out Notice for him and still he went with a delegation to meet EC.
Amar: Jabh saiyaa bahe kotwall phir darr kahe kaa…arre he has Laloo's protection.
Akbar: And imagine this goon roams about with police protection!!!
Antony: What a joke…… police protecting a crook!!!!
Amar: This happens only in India!!!
Me: And imagine Buta Singh is not even willing to talk on this issue…….. the Bihar Police keep saying they will catch him soon.
Antony: Yeah their motto in this matter is…..aaj ka kaam kall karro kall ka kaam day after tomorrow, jaldi karro ge toh you will end up in deep sorrow!!!

When the waves crash onto Marine Drive we get a cool spray on us. We take a pudi each of peanuts or singdaana and walk on.

Amar: Laloo says that the EC is after him….totally biased against him!!!
Akbar: For Laloo anyone who does not obey his diktat is his dushman!!!
Amar: But EC is effecting this on an all India level so why does Laloo feel EC is against him???
Antony: Because EC's diktat affects him more than it affects anyone on an all India basis!!!
Amar: Laloo says that EC for him means Eject Commission…… says that EC wants to eject him from Bihar!!!
Antony : EC in his case is Erect Commission as EC is not bowing to his pressures.
Me: Laloo already blames the EC for his past loss at the hustings……. and now it is 'now or never' for Laloo and EC's diktats hurt him and so he is dong his best to ensure that EC is made to retract……Laloo is trying to make EC become EC………. Elastic Commission.

We stop and sit on one of the benches to enjoy the cool breeze and relax.

Amar: Arre yaar Akbar seems the Pakis will keep a Missile's name after your name…….the latest missile they've fired has been named Babur!!!
Akbar: Ya next one will be named Hamayun and then Akbar……yaar they have a Mughal penchant.
Antony: Yaar why don't we name our missiles by the names of the Cities we plan to aim our missiles at….like Lahore, Islamabad, Karachi ?????
Me: I feel the Nuclear Missiles are the biggest deterrent where an Indo Pak war is now concerned.

Amar goes and gets four bhuttas . Eating bhuttas in the rain is heavenly and even more heavenly when the bhuttas are fired up with the right blend of salt, laal mirchi and nimbu.

Antony: Yaar what is happening to our dear Mumbai???
Amar: Nazar lagh gayi Mumbai ko!!!!
Akbar: And see the heartless Sensex …… despite all the misery in Mumbai the BSE Sensex just shot up…….akin to the Sensex partying when Mumbai was in mourning!!!
Me: Yaar Sensex is now an NRI……… I think the Sensex now resides in USA as it gets effected on similar lines like the NASDAQ and DOW……..Indian developments do not effect the Sensex!!! The FIIs have sponsored the Sensex and it works out of the US now!!!

The waves start looking aggressive and the drizzle starts hurting and we open our umbrellas and start walking.

Amar: Yaar if Congress was so sorry for the riots why did they come up with this ludicrous ATR………… their ATR mean Action Trashed Report!!!
Akbar: And the apology should have come from the Party President and not PM……after all it was the Party that was apologizing!!!!
Amar: I feel Congress has belittled India in the eyes of the World…….. now when Lawyers abroad defend clients in extradition to India cases they will make the Nanawati Report and the ATR a case study to show that in India justice is delayed and buried!!!!
Antony: And see the gall of Congress now they are giving a new spin to the episode by saying that both Manmohan and Sonia did not know the complete details of the ATR……what a laugh!!!!
Me: Manmohan should consider a Truth Commission on the South African lines. We know no Politician will be ultimately punished even if another Commission is appointed, so why not just get to the truth. And relief in cash and kind should be given to the effected….and not pittance but substantial relief.
Amar: People like Tytler and Sajjan Kumar will then go scot free and you know Tytler is as it is saying that all this noise that the riot victims are making is just for money.
Me: With the botched up investigation booking them is just a dream. At least via the Truth Commission the truth will come out and these goons will be finished socially and politically. On the money angle…….. no amount of money can replace a dearly departed…….ask Sonia… she will be willing to part with all her worldly wealth to get her dear Rajiv back……… money will make the miserable life that the riot victims are living easier to bear….a spoon full of sugar will help them to gulp down the bitterness of life ……. and remember in the riots the bread earners were wiped out and women left in total hopelessness emotionally and financially.

There is total silence as we contemplate. Pain is palpable. We walk quietly towards Churchgate Station. Board the 7.52 Borivili fast. We do not converse…total silence. As a mark of respect to the 1984 victims we maintain a forty five minute silence!!!!!
