totally incompetant. there is no need to reform the administrative service
being a burden for so many years, we may allow it to die. The new system
must give space and interface at the top to already existing Specialist
civil services. the leadership in bureaucracy must transform into a
multidisciplinary, efficient and performing apparatus devoid of this
administrative service, to bring about contextually relevant, socially
acceptable, economically viable and professionally vetted policiesand
their efficient implementation for sustainable development of the country.
