. This looks like another gimmick of the Cabinet secretariat to provide ephemeral consolation to the non IAS officers by showing them lollypops. The reasons for restlessness among the non IAS officers for their
complete neglect by the Government of India ( read the IAS biradari ) are not far to seek. There have been no panels of Additional secretaries in GOI for non IAS officers for the past 6 years. Is the Prime Minister
listening ? According to the grapevine in the corridors of power , the conflict between the PMO and the Cabinet Secretariat towards this impasse is now an open secret for which the non IAS officers are the worst sufferers.

R S Sirohi has been appointed Additional Secretary Home in the Government of India. He is 1974 batch IAS officer of Madhya Pradesh cadre.

West Bengal Government cancel joint venture !

West Bengal Government has cancelled joint venture proposal with NHPC for the 900 MW Purilia Pumped Storage Scheme. About five years back, West Bengal Government had approached NHPC for setting up this biggest pumped storage scheme jointly. However, NHPC failed to sign the Memorandum of Understanding with the State Government. In a recent communication to the NHPC the State Government had told the NHPC that they do not need any participation of NHPC in this project since work on the major components of the project have already been completed. The loss of Purilia Pumped Storage Scheme is a big loss to NHPC. This project was to be completed during the current plan period and was part of the capacity addition program of NHPC. The infighting between the NHPC top brass and the Ministry of Power is believed to be the reason behind Ministry of Power not giving its nod to NHPC to sign the MOU with the State Government. While the State Government has already conveyed its decision to the NHPC, the Corporation is yet to withdraw staff from the project as well as Kolkatta. The loss of Purilia is yet another example of uncertainty prevailing in NHPC with nobody willing to pursue its commercial interests vigorously.
