73 IPS officers empanelled for Joint Secretary post The last list available in the Ministry of Home Affairs shows that altogether 74 IPS officers - belonging to 1969 batch to 1977 batch - have been empanelled to the rank of Joint Secretary in the Government of India. relative to their own selfish perceptions. Bharat Kumar Message Board I am not surprised by the reaction of Mr. A.Kumar regarding the slow IFS promotions. The IAS occupy most of the senior posts that controls the promotion and appointment of all the civil services. It is only human to protect ones own interest. The problem is that there are almost no checks to this power. Even the Prime Minister initiative on Administrative reforms includes only IAS officers. This IAS committee is very likely to tell us what is wrong with the other services. They are unlikely to cut off their own hand and tell what is wrong with the way their own service captures senior posts without an unbiased selection procedure. Sadly, the committee on administrative reforms does not include even one non-bureaucrat as a representative of the citizens who are the ones the civil servants are to serve in the first place. For a start the personnel policy of the government should not be allowed to be dominated by any one civil service, and should at the very least fix a quota for senior policy making posts that should be filled from the experts outside the bureaucracy.Today we have a government of the bureaucracy, by the bureaucracy, for the bureaucracy.
