Postings of 1971 batch IAS to start

Posting of 1971 batch IAS officers to the rank of Secretary in the Government of India is expected to commence by this month end. Harish Chandra Gupta of Uttar Pradesh cadre will be the first officer of this batch to get posting.

Pradeep Sen to be Joint Secretary Revenue

Pradeep Sen is all set to join as Joint Secretary - Revenue (Central Board of Direct Taxes) on March 1. 1982 batch Rajasthan cadre IAS officer Sen would succeed Madhya Pradesh cadre 1982 batch IAS officer Ms Snehlata Shrivastava. Sen is presently Resident Commissioner Rajasthan in Delhi.

Joshi is DG BPR&D

N C Joshi is taking over as DG BPR&D on Tuesday.He is 1970 batch IPS officer of Himachal Pradesh cadre.

Abrol to be ADG RPF !

Ashok Kumar Abrol is all set to be promoted to the rank of ADG in the Railway Protection Force. He is 1972 batch IPS officer of West Bengal cadre. Post of IG in the RPF is being upgraded for Abrol.

I am not surprised by the reaction of Mr. A.Kumar regarding the slow IFS promotions. The IAS occupy most of the senior posts that controls the promotion and appointment of all the civil services. It is only human to protect ones own interest. The problem is that there are almost no checks to this power. Even the Prime Minister initiative on Administrative reforms includes only IAS officers. This IAS committee is very likely to tell us what is wrong with the other services. They are unlikely to cut off their own hand and tell what is wrong with the way their own service captures senior posts without an unbiased selection procedure. Sadly, the committee on administrative reforms does not include even one non-bureaucrat as a representative of the citizens who are the ones the civil servants are to serve in the first place. For a start the personnel policy of the government should not be allowed to be dominated by any one civil service, and should at the very least fix a quota for senior policy making posts that should be filled from the experts outside the bureaucracy.Today we have a government of the bureaucracy, by the bureaucracy, for the bureaucracy. We need to change that.

MRPL's 3rd quarter Net Profit up 620 per cent

Mangalore Refinery and Petrochemicals Limited (MRPL), a subsidiary of ONGC, reports gross turnover of Rs. 5446 Crore (up 63 % from Rs. 3337 Crore) for the quarter ended 31st December 2004. The Company earned a net profit of Rs. 288 Crore (Rs 40 Crore) for the quarter, after providing for interest and finance charges of Rs. 56 Crore (Rs. 101 Crore), depreciation of Rs. 95 Crore (Rs.95 Crore) and deferred / current tax liability of Rs.185 Crore (deferred tax liability Rs.22 Crore).
