While the MP govenment progresses- UP is falling deeper and deeper into darkness.

In the IFS for instance UP has lesser number of officers than Mp , But IN MP , IFS 1987 batch is almost completed in promotion to Conservators. In UP even the 1986 has not started . All of them are still DFO's. Is the state Government sleeping? or is just not bothered about IFS officers?
A large number of them are attached to Lucknow for God knows what reasons - while divisions continue to run vacant. Is the time of vacancy giving time to some people to negotiate?
A senior officer Dr. RL Singh retired yesterday . He is also a member of Indian Board of Wildlife.
No farewell was given to him by the department.Is this a reflection of how bitter things are in the department - when a colleague of 33 years could not be given a decent farewell after serving for so many years just because he was under suspension?
