Is Bihar a nightmare for IPS?

Bihar, it seems, has become a nightmare for the administrative officials particularly the IPS or what else could be the reason behind the unwillingness of the officials in going there. Recently two IPS offcials of the 2004 batch reportedly preferred to be shifted from the IPS to the IRS instead of going to Bihar.
