New appraisal system for IAS will work but……

Majority people feel that the PM Dr. Manmohan Singh's recent approval for a new appraisal system will work. The new appraisal system in question approved by the PM recently is aimed at fixing accountability, increasing efficiency and giving due recognition to IAS officers who would labour hard and deliver.
The above conclusion is based on the comments of the people sent to whispersinthecorridors.com in response to the question put up for debate on it's News And Views section. They were asked "Whether the PM Dr. Mamohan Singh's recent approval for a new appraisal system work?"
While 55 per cent respondents to the above question replied in the affirmative, the remaining 45 per cent did not agree with it. However, even many of those who were optimistic - about the working of the system - felt that political interference and corruption will have to be checked simultaneously.
Those hopeful that the system will work say that recognition to the work - something which the new system envisages- will encourage those who are lethargic in this aspect. "Yes it will work. Recognition to the delivering bureaucrats will certainly awaken those guys who hardly labour. But the point is whether political class feels comfortable with the honest, efficient hands", said Luxmi Narain.
"Many steps were taken in the past but all gone in vain because we do not accept the changes. We can change the proforma but can not change over thinking to judge the efficiency of the IAS .It is therefore necessary that first we stop the political interference and check corruption which is affecting the performance of IAS", adds Jitender Mehta.
But there are many like Vipin Chandel who are sure that any amount of change I the appraisal system will not work. "The proposed system is not going to help. It will insulate the IAS from getting whatever adverse comments they could get in the existing system. Secondly, by adopting a system that lays emphasis on figures, quality is bound to suffer", he says. Many others like Raja Gopal and Aryan also feel that it will not work.
