They can even address open letters to authorities to express themsleves freely on issues on which they are not otherwise allowed to speak. This will act as a check on the arbitrariness in administration. Try it.

1972 batch secr empanelment next month

The empanelment of 1972 batch IAS officials at the secretary level would be accomplished next month. If the top sources are to be believed, the total number of those to be empanelled may however not cross 35 in any case. This is in sharp contrast to the number of 56 officials empanelled for the post of additional secretary.
