CBEC defying transfer policy Despite the fact, that the new Transfer Policy has been approved by
the Finance Minister and brought into effect this year, the CBEC is
'defiantly' not implementing it despite the fact that the CBI, the CVC
and the Cabinet Secretary have called for the files relating to transfers
and postings. CBEC is releasing officers for deputation to the Central
Ministries who have completed their permissible stay in Delhi and were
due for transfer out of Delhi thereby acquiescing in their extended
stay in Delhi. Just to cling on to Delhi, these Customs officers have
proceeded on deputation. What makes the deputation so attractive at
this stage for many of these officers needs a closer examination. After
all postings to Central Ministries are not at all 'lucrative' as compared
to the 'juicy' postings in the field in the Custom Houses and the Commissionerates.
Most of the officers proceeding on deputation are those who have already
completed their permissible stay in Delhi under the CBEC's Transfer
policy and would have been transferred to another city or town. Deputation
becomes a sought after shelter to live in the same city and enjoy the
fruits gathered from the field postings without enduring the hardships
of transfer. There are many officers who are being permitted two or
even more deputations without leaving the station. IAS changes in Karnataka Gautam Basu has been appointed Principal Secretary Planning.Lukose
