Now It's turn of CBDT-Is everything fair ?

The Commissioner/Joint Secretary cadre is about 700 strong in the Indian revenue Service. Orders have been passed affecting 327 persons. Another 140 are said to have been put on hold. All this in the name of correcting systemic faults which had apparently crept in the earlier transfer policy! But have these changes really corrected the faults that were endemic to the system. To study this, WHISPERSINTHECORRIDORS.COM undertook a sample profile and the results are for all to see.
The thrust behind the policy appears to have been to ensure that no one developed strong regional or positional "attachments" and also that to inculcate an over-all perspective towards tax administration, there had to be a mix in ones career of areas which had a high revenue potential and others which perhaps did not have such a high potential. The endeavour of the planners perhaps was that at the end of the day on an average, human resource potential of each officer was developed and tested in all types of environment and also, just as any HR policy should, there should be fair play. Has the CBDT accomplished even a small percentage of what it set out to do? The study is laid under as PART -I of the series.
There was hope that since these transfers were done as per the much touted new Transfer Policy norms, any aberration if at all would be an exception. But alas, not only the wine but the bottles also remain the same! FAVORITISM AND NEPOTISM remain the order of the day as policy and norms have been blatantly flouted.
The norms remain a veritable "paper tiger" to be shown to those who do not find the right inroads. What a pity that what started as an exercise to reverse the malaise thrown up by the" cash -for -transfer scam", has ended as a sham.
Can the Finance Minister, the Chairman CBDT, Mr Singh, and Member ( P ), Mr Darda explain the following names occurring or not occurring in the list.

If reason for not transferring these officers is the impending DPC for their promotion as CCIT, then why have the counterpart officers in the Customs and Central Excise cadre on verge of promotion been shifted by the CBEC.
What emerges therefore is that what The Finance Minister desired has been circumvented deviously by vested interests. This site has been receiving innumerable "hits" detailing the aberrations. We are grateful for the input. We would also like to inform the IRS cadres that more such inputs would not only help us unfold and unravel the deliberate and sometimes the not so deliberate maneuverings behind the orders. WHISPERSINTHECORRIDORS has been able to detail out 61 obvious aberrations out of a list of 327. We are sure that with the help of more information inputs we will be able to bring out PART -II series of this exercise.
It is shocking to observe that the noble clause introduced by the Hon'ble Finance Minister to reward officers handling " unpopular" posts as not to be counted as tenure towards station, has so cleverly and mischievously misused to favour the favorites. Persons who had exceeded all limits provided in the policy have been given a fresh lease of life to continue in the same city now on the so-called " unpopular" post. Will the FM please have a look into how he has been hoodwinked and deceived.

At least one conclusion is inevitable-CBDT Members may come and go, policies may be drafted or re-drafted " n" number of times , but at the end of the day where there is no will there shall be no way and some will make hay! Why some have been rewarded, some ignored and some others punished is all a play of vested interests and provincial myopia---- Rajasthan are you listening!

I got a call on my Mobile and the caller identified himself as Musharaff's ADC. Now I thought that someone from NDTV was pulling a fast one on me. That guy who lends his voice to Mush's dummy on Double Talk would come on the line and I would be a laughing stock. The caller told me that I should contact the Pakistan Embassy and give my name to get the required confirmation. I got the Pakistani Embassy's number and called up and introduced myself. The operator said that my call was expected and patched me thru to the Ambassador. The Ambassador told me that Mush wanted to talk to me.

A minute after I disconnected my phone rang again. The same voice was on the other end and then Mush came on the line.

Mush: Oye you are doing interview shinterview ….how come you did not contact me???
Me: Sir your reputation precedes you…..they say you are not easy to interview???
Mush: Pitteh mooh….. arre you Media people are too sensitive and do too much guess work.
Me: I am not from the Media …..by the way what did you do to Advani???
Mush: Blame everything on me….I knew that ultimately blame would be put on me!!
Me: Of course….. we are going to blame you because Advani did not say any such thing on Indian soil…… what happened to him there???
Mush: If you ask me I was shocked myself……. I was in a meeting when my ADC informed me of this….. yaar I could not believe it!!!
Me: Stop trying to avoid my question……what did you do to Advani???

I requested Mush to hold on as it had started to rain and I had to close the windows.

Me: The only alphabet you seem to know is K??
Mush: Oye I can recite the alphabet forwards and backwards…….. and can give an example for all the alphabets like…..A for Afghanistan, B for bombing, C for conniving , D for Damaging and so on!!!
Me: How apt…….. what example do you give for K??
Mush: K for Kashmir, W for waadi, V for valley ……. want to hear more???
Me: This was one reason why I was avoiding interviewing you!!!
Mush: Arre yaar you are getting too senti…….. that is why second half of the word is mental!!!
Me: Don't you think it is time that this matter is resolved???

Mush: I will instruct Pakistan's cricket team to loose all its matches against India for the next two years!!!
Me: You stop meddling in Kashmir and we will happily loose all the cricket matches for eternity!!!
Mush: Reverse swing…….. you know this is our forte!!!
Me: Yes………… Chinaman, ball chucking and fixing are also your fortes!!!

My servant gets me my four o'clock tea.

Me: ( I take a sip) Waah mazaa aa gaya!!!
Mush: Oye you are making fun of me!!!
Me: Not at all ….I'm just enjoying my tea!!
Mush: Arre you did not even offer me ………oh……what am I saying……oye ADC chai pesh karro!!!
Me: Are you going to let Democracy return to Pakistan???
Mush: Why do you ask…… in fact who are you to ask???
Me: Whenever someone puts a ticklish question why do you get your heckles up??
Mush: I am an army man and by my book offence is the best defense!!!

Me: Usually such pangaas can make one nangaa!!!!

Me: Seems you've perfected this style over the years trying to market Pakistan's claim on Kashmir!!!!
Mush: All is fair in love and war!!!
Me: Yeah more so when war is a love…tell me one thing despite having all the info, as is boasted in this book, how come Pakistan lost ???
Mush: Oye lost….that was a our tactic to get International support!!!

Me: By the way Manmohan shows his Pakistani mark sheet to all and then he shows his Indian mark sheets ….. he says in Pakistan he scored 100% in all his subjects but in India he was just above average!!!
Mush: Yaar ….. our teaching system follows our Governance system…..your percentage depends on your closeness to your teacher…… the closer you are the higher the marks…..from young age we teach kids the benefits of being close to the power center.

My son comes in and says that Mom is hopping mad.
