CBDT - CITs' ORDERS - PART -II

The initial ripples felt in the IRS cadres, which were caused by the CBDT order, transferring 330 Commissioners has now snowballed into a major controversy of humungous proportions, after the revelations brought out by WHISPERSINTHECORRIDORS.COM on Friday, the 10th of June. Emboldened by our efforts and after the release of our report, a senior officer of the department has complained to the Finance Minister about the aberrations in the list. WHISPERSINTHECORRIDORS understands that Secretary Revenue K M Chandrasekhar has asked for a name wise report on the complaint. Better late than never.
The transfer policy formulated as a solution to " cash for transfer" controversy of 2003 has actually proved to be dead missile- allegations of nepotism; favoritism and cash consideration are all making rounds. The I.R.S. cadres are a demoralized lot. WHISPERSINTHECORRIDORS understands that complaints with specific details of corruption against certain officials of CBDT have already reached the Finance Minister and CBDT.
Like the mystery of " dog that did not bark", what the FM and the Revenue Secretary should look for now is what are the names that did not make it to the list. Already enough damage has been done by uprooting Commissioners with 25 to 30 years of service on a complex transfer policy and calculations based on parameters that would defy the best of mathematical brains.
While he is at it, the FM should also see
· How the members of the so called Placement Committee included additional parameters to remove people they did not like or with whom they had a score to settle and rewarded their favorites with postings from class " A" to another class "A" station. There are also privileged set of people who have been retained in class "A" cities for than 17 to 28 years. The Placement Committee has also brought in the concept of 16 years in an area (zone) to remove people even though it does not exist in the policy.
· For those whom the committee wanted to reward for past and present favors- they have imported rule that those who have come into a station less than 2-3 years will not be disturbed even if they have spent 25 years in "A" class city or region in same zone.That they had used their influence to come back 2 years ago to the same station even after a few months break did not disturb the somnumbulance of the Placement Committee)
· Where it suited their favorites the Committee obliged officers selectively on grounds of compassion of keeping couples together.
· That the placement committee played by its own rules is obvious when the babus computing the period of stay were told to exclude only one posting to Board (of 5 years) from Delhi stay even if the officer had done 3 such postings- the transfer rule does not call for such treatment. Surprisingly the same committee has excluded 10 years plus stay in Directorates to oblige certain officers.
· What is amazing is that names of 173 officers have been held back. There is speculation as to why this has been done? Who is this favored lot, for who knows whether the policy will be in place next year or not!
· What should disturb the PMO, Cabinet Secretary and The Finance Minister is that there are murmurs that cash has played a role in all these wrong doings. Are they listening ? The least the FM can do is to stay the operation of this odious order that is bringing him opprobrium forthwith and order fresh drawing up of list of transfers by an honest and upright group of officers including the DG ( Vigilance), who is the CVO, in the Committee.
Further reports have thrown up more names, in whose cases the transfer should have taken place but the names are missing-.

IMAGINARY INTERVIEW

AMAR SINGH

I was at a Party in Delhi where I bumped into Amar Singh.

Me: Hullo my name is Bharat Kumar.
Amar: 'My name is Amar Singh aur aaj Party mein akelaa hoon …..dil hai bhaari aur glass meraa khaali' (sung like My name is Antony Gonsalvez mein duniya mein akelaa hoon)……… and for your info I have been formally invited (producing the invitation to the Party).
Me: Invitation card…. sorry but I did not carry mine with me…people exchange visiting cards…..did not know at these parties you exchange party invitations!!!
Amar: No no nothing of this kind….I carry my invitation to show all that I have been invited to the Party!!
Me: Oh!!! This must be after the 10 Janpath fiasco!!!
Amar: 'Woh bhooli daastan loh fir yaad aa gayi'……. yaar I used to love partying…..after that incident partying ka mazaa hi chalaa gaya……now I just look around and feel eyes piercing me questioningly…..has he gate crashed or has he been invited… 'Duniya karre sawal toh mein kyaa jawab doon'????

Another guest joins us and Amar repeats the routine of introducing himself and showing the Invitation card.

Me: Why don't you get one of your aides to accompany you and show the invitation card to all the people you meet???
Amar: Arre then these people will say that invitation was for the person showing the card and Amar Singh piggybacked with this fellow!!!
Me: You have to get out of this ditch….how will you do it???
Amar: 'Gardish mein ho taare na ghabraana pyaare'…… after that night I had sworn '10 Janpath mein naa rakhoo ga kadam aaj ke baad'……arre things will turn and Sonia will invite me……. and I will go with Band Baaja right up to 10 Janpath Gate and then return after giving a Press Conference at the gate and showing my invitation card and telling all that I was invited but I did not go to the Party……..'Amar ki aaye gi baari , Duniya dekhegi saari aur fir Amar naache gaa' ( does a impromptu jig …..sung to the tune of Raaja ki aaye gi baarat) !!!

A guest is standing in an adjacent group and is staring at Amar and Amar notices this and waves his invitation card.

Amar: (to the guest staring at him ) Invited hoon……….(then to me) yaar how can I enjoy parties like this???
Me: Chalo Amar Singh Ji 'chodho kal ki baathen kal ki baath purani'…… tell me aap ki aur Mulayam Singh ki dosti ka raaz???
Amar: 'Yeh dosti hum nahi chodhe ge, chodhe he dum magar , ek doosre ka saath nahi chodhe ge'……… we are politically conjoined twins!!!
Me: But it is apparent that Mulayam can do without you but you cannot do without Mulayam!!
Amar: Do???? Do what???
Me: You really have a jalebi mind…… politically he can survive without you but you cannot survive without him!!!
Amar: 'Yaari hai imaan meraa yaar meri zindagi'……. why talk of a thing that cannot happen!!!

The waiter comes with a snack tray and by mistake serves all and misses Amar. Amar is livid.

Amar: Saale free mein nahi aaya hoo….invitation hia mere paas.
Me: Let it be Amar Singh Ji….mistake ho gayi usse.
Amar: Pucca koi Congressi hai yeh waiter…..namak chidak raha hai on my wounds……bolo Bharat 'maar diya jaye yaa chodh diya jaye'??
Me: Chodh diya jaye…….. now tell me what happened between you and Aiyer???
Amar: See he was verbally thrashing Mulayam and I physically thrashed him……quits!!!
Me: They say Aiyer has not forgotten this !!!
Amar: And he should not otherwise he will repeat it again….you know now he is trying to trouble me by tacitly having the Oil marketing Companies order their dispensing outlets to refuse serving any of my cars!!!!
Me: How is that possible???
Amar: I've got this info from one of the Petrol Pumps……. in fact I had to shell out a premium to get fuel filled in my car!!!
Me: Which pump was this???
Amar: The one which is just on the main road as you turn in here!!!
Me: Arre that is owned by a BSP politician…… seems he is taking advantage of you??
Amar: Aisi baat hai kyaa……. uska john jaani jaraardhan kar doonga kal…dhan , dhanaa dhan!!!

A couple of beautiful lasses come along. Amar introduces me to them and after some time they flit away.

Me: You did not show them your invitation card???
Amar: You think they had invitation cards…… I can spot gatecrashers form a mile!!!
Me: I think all regular Party throwers and goers can…….. SP and Congress share a very funny relationship??
Amar: You must have heard of the joke …… a person is questioned by his friend about his progress with a certain girl…… the friend responds 50% progress is there…….and then adds that his 50% is confirmed but girl ki taraf se abhi tak pataa nahi…uska 50% ka kuchch pataa nahi!!!!
Me: So that means SP is committed but Congress is either dillydallying or not interested!!!
Amar: Their response is puzzling…….they show us their friendship by supporting our Sarkaar in UP and then Rahul and Sonia bemoan SP sarkaar all the time……. 'hummi se mohabatt hummi se ladayee …arre maar dalaa duhayee duhayee'!!
Me: Why do you and Mulayam always call Rahul a bachchaa??
Amar: If he was an adult he would not need a Nanny…… Nanny Shukla follows him everywhere….so what else can we call him!!!! And for your info that Shukla will make Rahul get into heavy cricket betting…because Shukla is Punter Number One!!!
Me: What about Mulayam's own son…..they say you are his Nanny???
Amar: ( in anger) Arre Mulayam Singh just threw his son into the deep end of politics and the boy has learnt to swim in political waters!!!
Me: I feel where lateral entry is concerned all the entrants are 'baba logh'…… Baba black sheep have you any wool….arre public bahut shaani hai …nahi hothi fool!!!

A very filmy looking couple come up to us and after the exchanging pleasantries they remind Amar to come for their daughter's wedding. Amar reminds them to send the Wedding Invitation Card and explains that he does not accept verbal invitations.

Me: I hear that just like a movie on Sonia is being made you are planning a movie on Mulayam ….. who will enact the roles???
Amar: We all will enact our own roles …only Mulayam's role will be enacted by Raj Babbar!!
Me: Why not let Mulayam enact himself???
Amar: You know aging actors exit Bollywood when they stop getting hero roles and enter politics….. if Mulayam acts in this movie Congressmen will say that Mulayam is finished politically and that is why he is entering Bollywood!!!

We pick up our plates, Amar shows his invitation to the bearer handing us our plates.

Me: On the crucial days post the general election many journalists swear that they saw your SUV circling 10 Janpath day and night!!!
Amar: People surrounding Sonia for their vested interests were not allowing me to meet Sonia…… I was looking for a way to enter!!!
Me: But Anil Ambani had already conveyed your message??
Amar: Anil said that he had conveyed the message but there was so much noise in and outside 10 Janpath that he was not sure whether Sonia heard it….Anil ko doubt iss liye hooaa because thrice she asked him if he would like a cup of coffee and thrice he said yes but she did not beckon for the coffee!!

We start with Salads at the Buffet table……. Amar did a juggling act ……serving himself and showing the invitation to the waiters behind the table.

Me: Now you are being blamed for the Mukesh Anil spat!!!
Amar: 'Jaaoo kaha bataye dil duniya badhi hai sangdil'..... what should I say???
Me: Just speak on your role!!!
Amar: My role is of a well wisher!!!
Me: Yes for Anil well and for Mukesh the other well ……matlab kooaa!!!
Amar: Hai…… 'mujhe duniya waalo troublemaker na samjhna' (sung like mujhe duniya waalon sharaabhi na samajhnaa) !!!!
Me: 'Samajhne waale samajh gaye jo naa samjhe woh anaadi hai'!!!

We are now at the Dessert table and Amar is holding his invitation card in his mouth and piling up sugar free Desserts in his plate.

Me: SP is trying for a Third Front to materialize!!!
Amar: Materialize………it is already there……. apart from Laloo all UPA allies are a part of this third front.
Me: Why not Laloo??
Amar: Chaloo fellow……… when the time comes like a kauwaa he will come…..you know at all daawats crows are the first to reach even though they have not been invited!!
Me: Congressis will term this as SP's Mungeri Lal ke golden dreams!!
Amar: Wait and watch once Third Front comes to power Congressmen will be moaning…. 'rulaa ke gaya sapna Mungeri Lal kaa' (sung like Rulaa ke gaya sapna meraa)!!

We walk out of the Party and Amar forces me to come to his place for a late night coffee. We enter his house and we sit in his plush living room and his servant comes in and Amar asks for coffee and then takes out the invitation card to show it to his own servant. I stop him saying, " Amar Singh ji kya karr rahe ho yeh to aap ka apna ghar hai."
