Grapevine has it that Secretary - Industrial Policy and Promotion, Ashok Kumar Jha, is moving to the North Block. He is 1969 batch IAS officer of Andhra Pradesh cadre.

Now tie is between two Chief Secretaries !

Now the tie is said to be between two Chief Secretaries for the prestigious post of the Secretary General of the Lok Sabha. Names of West Bengal Chief Secretary Ashok Gupta and Andhra Pradesh Chief Secretary Mohan Kanda are now in circulation for the job. The post of Secretary General is falling vacant on July 31.

Is Karnataka a good host?

The next meeting of the Standing Committee of State Secretaries of Stamps and Registration, slated to be held on 2nd July, has been cancelled. Reason given is that the Revenue Department of Government of Karnataka is unable to find accommodation for visiting Secretaries and Heads of Departments from other states. Such a problem never arose when earlier meetings were held in Lucknow and other places. Is Bangalore choked, or is Karnataka a bad host?

Why Upreti was shifted ?

Deepak Upreti (IAS 1986) Rajasthan Commercial Tax Commissioner has been, after a three year tenure, posted as Divisional Commissioner, Ajmer. During his tenure, there was record breaking growth in revenue. Old standing record was held by Anil Vaish (IAS 1970) presently Chief Secretary. Prem Singh Mehra (IAS 1987) has replaced Upreti as Commissioner, Commercial Taxes. Mehra was Secretary, Home before this new posting and has been Additional Commissioner, Commercial Taxes earlier.

ISONIA GANDHI DURING HER HOLIDAY AT WILDFLOWER
I reach Wildflower with my family for a holiday. This holiday is courtesy an air conditioner manufacturer, I had purchased an air conditioner and won a bumper Holiday Package.

Wildflower is situated in 23 acres of cedar forests, the resort offers panoramic views of the magnificent Himalayan ranges. An air of tranquility and privacy pervades as the hotel occupies only five per cent of the 23 acre property.

The wife and kids have had their lunch at Dharampur at Gyani Da Dhaba. The Dhaba's mascot is a murgah saying….Meet me anywhere but eat me at Gyani Da Dhaba. I have not eaten and so I am famished. The family wants to laze in the room and so I walk down to Lutyens, the Indian Restaurant in the Hotel.

I take a table in one corner ant and then start scanning the menu. Suddenly I find a person dressed in a gray Safari suit standing next to me. He requests me that Madam has beckoned me. I look in the direction he is pointing and to my surprise I find Sonia Gandhi sitting on a table in the other corner of the Restaurant. I walk up to her table.

Me: Good afternoon Madam….kamal hai aap yaha???
Sonia: Mama Mia……what a coincidence…..you here???
Me: So Madam beating the heat!!
Sonia: You can say that…but there is more!!!
Me: I am all ears!!!
Sonia: With the impending reshuffle I have been swamped with meeting requests…..by taking a break I do not antagonize anyone and I save myself the torture of hearing my Party men plead for Cabinet berths …..groveling Congressis are a pathetic sight!!!

Now there is a deck of cards lying on Sonia's table.

Me: Playing Solitaire Madam….nice way to pass time!!!
Sonia: What a joke……. see for yourself!!

Sonia turns the deck to reveal the cards……not playing cards but photographs of Congressis cleverly designed like a pack of playing cards.

Sonia ( shuffling the pack): I am shuffling Manmohan's pack for him!!!!
Me: But Madam doesn't Manmohan Singh have a say???
Sonia: Of course……once I've made up my mind I will talk to him… I know Manmohan Ji's mind so talking to him will just be a formality!!!

The Waiter comes to take my order and I order a paneer dish and roti…….. despite the snazzy name it is just Paneer Makhanwalla. Sonia orders a Coffee.

Me: Madam yesterday was the 30th Anniversary of the Emergency……what is your opinion on the Emergency!!!!
Sonia: I've done quite a lot or research on this and come to know the truth. You see my Mom in Law had got a German consultancy firm to formulate a report on how to Reform India on an urgency!!! Now because of the language problem the Germans mistook urgency as emergency. And I understand that the Boss of this Firm was a closet Hitler fan…….and this was like adding oil to the misunderstanding fire!!!
Me: Madam you know the excesses that were committed!!!
Sonia: See if Rajiv did anything then I am answerable…..for the emergency excesses please contact Meneka!!!!
Me: Who is answerable for your Mom in Law???
Sonia: Mummy ji did everything as per the report…….see if she had not followed the report then the CAG would have lambasted her for spending a fortune on getting the report and then not following it!! So for her excesses please contact the German Firm.

I order a dessert and Sonia asks for more Coffee.

Me: Your Tonk visit was a hit!!!
Sonia: See the apathy of the Vasundhara Government!!!
Me: Why did she do this???
Sonia: People who are used to living in Palaces do not hear the cries of the poor!!
Me: But then this would be applicable to Amrinder and to you too!!!!
Sonia: 10 Janpath a palace!!!
Me: Madam where inaccessibility and security is concerned 10 Janpath is no less than a Palace!!
Sonia: But see despite living in a Palace I heard the cries of the people of Tonk!!!
Me: Madam people look at this as sheer opportunism!!
Sonia: No harm in getting political mileage …….. but at the same time the affected benefited!!!
Me: People in Tonk now call you Baarishwali ( Rain Lady)……… rained just in time…BJP says that you had the clouds seeded!!!
Sonia: See I have a fool proof way for weather forecasts…….whatever the Metrological Department forecasts I just take it to be the opposite……. that day the local unit informed my Office that the forecast was hot, dry and sunny……bass…. I realized that it would rain …..actually I was thinking of postponing my visit to the next day but after this forecast I decided to go that very day.

We sign our tabs and move out. We move to a seating area that offers a breathtaking view.

Me: How was your trip to Russia????
Sonia: See India is trying for a seat in the UN Security Council. Russia was feeling ignored …… so it was decided that I would go to Russia to placate their feelings……if Manmohan went USA would again start feeling insecure that India and Russia are coming close again…..my trip was a given a cultural slant!!!
Me: But why did Manmohan come to see you off….BJP says that he has breached protocol!!!
Sonia: What a trivial matter……. Manmohan ji came to see me off as a Congress worker and not as India's PM!!!
Me: But this was not made evident!!!
Sonia: Well when he came to see me off he was wearing a name plate on his breast pocket that read…………Manmohan Singh, Congressman……and if you see the pictures of my send off you will notice Manmohan was carrying a bottle of Pepsi all the time to signify 'Nothing Official' …..I think he did everything to show that in his seeing me off 'there was nothing official about it'!!!!
Me: And why did Natwar Singh have to go with you???
Sonia: Stowaway ………I came to know of this in Moscow………what else could I have done ….told everyone that India's MEA was a stowaway on the flight. So I played along and showed that he was accompanying me on the trip!!!
Me: And why did you have to use the Reliance jet???
Sonia: My Party has hired this Jet…….so what is the problem???
Me: No people are only misreading your reliance on Reliance!!!

An aide comes and hands Sonia a mobile phone. From the talk it is Manmohan on the other end and call has something to do about the impending reshuffle!!!

Me: Isn't it time that Rahul got some responsibility either in the Party or the Government???
Sonia: Yes……. what do you feel Party of Government???
Me: See he needs Administrative experience…. in the Party all that he will get is orchestrating experience!!!
Sonia: Yeah I think he will make one cute Minister!!!
Me: Madam only one problem is there……..nobody will dare make his Report card.
Sonia: How do you say that???
Me: I am sure of this….and even if the report card is made he will max!!!
Sonia: What do you want me to get his Report Card from BJP???
Me: No but you need an unbiased report??
Sonia: Okay I'll get a foreign agency to do this!!!
Me: Madam what are you saying…..hasn't this foreigner thing troubled you enough!!!
Sonia: Then what should I do???
Me: Make two reports yourself…….one that gives a correct appraisal and one that shows that he has maxxed…so that you can guide him and also keep his Public image up!!!
Sonia: Arre this toh I am already doing…. in Public view I praise Manmohan Ji but privately I make no bones of letting him know where he has digressed from my commands!!!

We get up an walk towards Periwinkle , a kiddies cum snack Restaurant. Think her grandson is here.

Me: Congress has not done too well in the recent elections!!!
Sonia: Why do you say this…..we've done okay!!
Me: But total wipe out in UP.
Sonia: This is not 'amar' I am sure once Congress gets its act together in UP the UP electorate will become 'mulayam' towards Congress!!!

Sonia enters the Restaurant and bids me adieu. I walk out to take a breath of fresh air and check the Property . Outside I see Congressmen milling ( easily detectable by their attire) …..like a scene outside Amtibah's Prateeksha, where crowds mill to get his Darshan. Seems the Congressmen wanting a place in the Cabinet have followed her here……her plight is described in the rustic saying ' I want to leave the blanket but the blanket does not leave me'.
