Charanjit Singh Bakshi, Anita Chatterjee and Rajiv Agrawal will now be DMs of Faruquabad, Unnao and Kanpur Rural respectively. D C D Bhargava has been made Special Secretary Finance,Balvinder Kumar has been posted as Secretary Religious Endownments.Anil Kumar,Ashish Kumar Goyal and Madhusudan Swarup have been appointed DMs of Etah, Mujaffarnagar and Bhadohi respectively. Deepak Trivedi has been moved to the Secretariat as Home Secretary. Sobran Singh Yadav has been made Secretary Veterinary. Sanjeev Dube will be Secretary Public Enterprises.Nivedita Shukla, Umadhar Dwivedi and Ravindra will now be DMS of Saharanpur, Moradabad and Mahoba respectively. R Ramesh Kumar has been appointed Special Secretary Medical Education. T P Pathak will be Special Secretary Ambedkarnagar Rural Development. Alok Kumar has been appointed Special Secretary Finance and Rajeshwar Prasad Singh has been made DM Sonbhadra.

National Statistical Commission constituted

National Statistical Commission has been notified. The Commission will be headed by a Chairman (in the rank of the Minister of State) and four members (in the rank of a Secretary) and will have a Chief Statistician as the Member Secretary of the Commission. All of them will be searched by a Committee headed by Deputy Chairman, Planning Commission. The Chief Statistician will be head of the National Statistical Office which will be formed after merging the present Central Statistical Organisation (CSO) and National Sample Survey Organisation (NSSO). These two organizations will henceforth be known as Central Statistical Office (CSO) and National Sample Survey Office (NSSO) and will be headed by ISS officers of HAG I. This means that ISS officers can never aspire to have a cadre post at the level of Special Secretary. Hitherto they were under a bureaucrat Secretary). But now they might report to a technocrat (Chief Statistician) and also academic-members of the Commission. Some of them have already started getting nauseating effect as they can no longer make bla bla bla before an academician boss. National Accounts Division's monopoly may also come to an end. Past ADG's of this Division had to seek voluntary retirement and foreign asylum due to monopoly of an SAG level officer having strong nexus with the cadre. One ADG had left for Bangkok while the other for Manila. The SAG officer is coolly pulling the strings for last 14 years. Everybody is watching out for the next scene.

Maharashtra Cadre IAS Officer of 1970 Batch, V M Lall, geared up to put up a legal fight against Government of Maharashtra after his removal from the constitutional post of State Finance Commission Chairman. He was removed following D K Shankaran's report indicting him for allotment of plots to builders by CIDCO during Sushil Kumar Shinde's tenure as Chief Minister. Is it a move to keep Shinde at bay or Vilas Rao Deshmukh settling the old score with VM Lall ?.

Can CBEC answer ?
There are a large number of promotee officers in the Central Board of Excise and Customs (CBEC) who have reportedly been at their current places of posting for time much beyond permissible limits under the approved Transfer and Posting policy. Many of these officers have been at their places of posting even after being promoted to the Class I grade. In some cases the officers are able to stay at the major towns especially Delhi and Mumbai for almost as much as eighty percent of their career, which creates an unfavorable classification against the direct recruit Class I officers, since both are members of the same Indian Revenue Service (Customs and Excise) but the promotee officers are able to stay longer at their favorable towns and cities than the direct recruits, although they are all subject to the same Transfer and Postings Policy for the service approved by none other than the Finance Minister of India. Can the babus of North Block allow postings in violation of the F.M.'s directive? Mentioned below is an illustrative list.
